google adwords?? Empty google adwords??

can anyone tell me if using adwords is effective? My web traffic is horrid, I have spent hours blogging, networking, writing articles, pinging, I just don't see much improvement... I am thinking of trying adwords just wondering if you guys think it is worth it?
